1. About us
This website, ruixingchinese.com.sg, is operated by Ruixing Technology Pte Ltd (Business Registration Number 201205333G), trading as Ruixing Active Chinese Centre (瑞星创意华文中心).
Our registered office and teaching centre are at 116 Middle Road, #05-04 ICB Enterprise House, Singapore 188972. We have provided Chinese-language tuition services in Singapore since 2012.
These terms apply to enrolment in our classes and related tuition services. By enrolling a student, the parent or guardian, or the adult student where applicable, agrees to these terms.
In these terms:
- “we”, “us” or “the Centre” means Ruixing Technology Pte Ltd; and
- “you” means the parent, guardian or adult student who enrols or pays for the services.
Where the student is under 18, the person enrolling the student confirms that they are authorised to do so on the student's behalf.
2. Trial lessons and enrolment
A group trial lesson is free.
A one-to-one trial lesson costs S$30 for a two-hour session.
Before the first regular lesson, we may assess the student's level to help place the student in a suitable class. Placement is subject to class availability and the Centre's assessment of the student's learning needs.
Enrolment is confirmed when:
- the applicable registration fee, deposit and first month's fees have been received;
- the applicable enrolment information has been provided; and
- a place in the relevant class is available.
Classes have limited places:
- in-person group classes: maximum 6 students; and
- online group classes: maximum 20 students.
Payment of a fee does not guarantee enrolment in a particular class until the Centre has confirmed that a place is available.
3. Fees and what they include
Our standard monthly package consists of four scheduled lessons and includes teaching materials, unless otherwise stated for the relevant course.
Adult one-to-one courses are an exception: teaching materials may be charged separately. Any such additional materials charges will be disclosed before enrolment or before the relevant charge is incurred.
Fees vary according to the student's level, class format and course arrangement. Online group class fees may differ from in-person group class fees.
The applicable:
- course fee;
- class format;
- lesson frequency;
- materials charges, if any; and
- other compulsory charges
will be confirmed to you before enrolment is completed.
Current fees are set out in our published price list or confirmed directly by the Centre.
All fees are in Singapore dollars.
The Centre is not GST-registered as at the date of these terms and does not charge GST on its fees. If our GST status changes, we will update the relevant fee information accordingly.
We may revise fees from time to time. We will give at least one month's written notice before a revised fee takes effect for an existing student, unless a different arrangement is agreed with you.
A fee revision will not retrospectively change fees that have already been paid for a period already confirmed by the Centre.
4. Registration fee and deposit
A one-time registration fee of S$20 applies to each new student.
The registration fee is an administrative enrolment fee and is non-refundable, except where a refund is required by applicable law or where the Centre agrees otherwise in writing.
A one-time deposit of S$100 is also payable on enrolment.
The deposit is held as security for payment obligations under these terms. It is not a payment for lessons.
The deposit will be refunded after lessons end, subject to:
- the applicable notice requirements having been met;
- no outstanding fees or other properly payable charges; and
- any lawful deductions being explained to you.
Where the required notice is not given, the Centre may retain all or part of the deposit as a reasonable administrative and scheduling charge, to the extent permitted by Singapore law and having regard to the circumstances.
The Centre will not make deductions from the deposit for amounts that are not properly due.
5. Payment
Monthly fees are payable before the 1st day of each month, unless a different payment arrangement has been agreed in writing.
We accept:
- PayNow;
- bank transfer;
- cheque; and
- cash.
If payment has not reached us within 15 days of the due date, a S$20 late payment fee applies, unless the Centre agrees otherwise or the delay arose from an error attributable to the Centre.
If fees remain unpaid for more than one month, we may suspend the student's lessons until the account is settled.
Before suspending lessons, we will contact you using the contact details provided to us and give you a reasonable opportunity to clarify or settle the outstanding amount.
Suspension for non-payment does not automatically cancel the enrolment or release you from fees that have already become properly payable.
The Centre will not charge fees for lessons that were cancelled by the Centre and not provided, except where an equivalent replacement lesson has been provided or another arrangement has been agreed.
6. Absence and make-up lessons
If a student cannot attend a scheduled lesson, please notify the Centre at least 24 hours before the lesson.
Notice given on the day of the lesson is generally too late to arrange a make-up lesson.
Where timely notice is given, the Centre will offer a make-up lesson subject to:
- a maximum of two make-up lessons per calendar month; and
- the make-up lesson ordinarily being taken within the same calendar month as the missed lesson.
Make-up lessons are subject to the availability of a suitable class or teaching slot and may not always be available at the student's preferred time.
Where timely notice has been given but no suitable make-up slot is available within the same calendar month due to the Centre's scheduling constraints, the Centre may offer:
- a replacement slot in the following month;
- an alternative suitable class or slot; or
- another reasonable arrangement agreed with the parent, guardian or adult student.
A lesson missed without at least 24 hours' notice will ordinarily be treated as a used lesson and will not be carried forward or refunded, except where the Centre agrees otherwise or where required by applicable law.
A lesson that could not be made up within the relevant period because of the Centre's own scheduling constraints will not automatically be treated as forfeited by the student.
Make-up lessons are not transferable to another student unless the Centre agrees otherwise.
Lessons cancelled by the Centre
If the Centre cannot hold a scheduled lesson for reasons within the Centre's control, such as teacher unavailability, we will provide one of the following at no additional charge:
- a replacement lesson;
- an equivalent online lesson, with your agreement; or
- a proportionate credit or refund where neither option is reasonably practicable.
Lessons cancelled by the Centre do not count towards the student's monthly make-up limit.
7. Ending lessons and refunds
To end lessons, please give us at least 30 days' written notice.
Notice may be given by email or WhatsApp to the contact details stated in clause 16. The notice period begins on the date the Centre receives the notice.
Where at least 30 days' notice is given:
- fees properly payable during the notice period remain payable;
- the S$100 deposit will be refunded after deduction of any outstanding amounts properly due; and
- fees paid in advance for lessons scheduled after the applicable notice period, which have not been provided and are not otherwise properly payable, will be refunded.
Where lessons end without the required 30 days' notice, the Centre may retain the deposit as a reasonable administrative and scheduling charge, to the extent permitted by law.
In such circumstances, fees properly payable within the applicable notice period remain payable. However, this does not mean that the Centre may retain fees for services that it has not provided and that are not otherwise properly payable.
Any fees already paid for lessons scheduled after the applicable notice period, and not otherwise owing to the Centre, will be refunded.
The registration fee remains non-refundable except where required by applicable law or otherwise agreed in writing.
Nothing in this clause limits any right you may have under Singapore law where the Centre has materially failed to provide services that you have paid for.
8. Timetable, public holidays and Centre closure
We may need to change class timings, teachers or classrooms from time to time due to operational, staffing, venue or other reasonable circumstances. We will give you as much advance notice as reasonably practicable.
Singapore public holidays
Lessons are not normally held on Singapore public holidays.
However, the monthly package remains four lessons per month, and a Singapore public holiday will not reduce the number of lessons included in the monthly package.
Where a scheduled lesson falls on a Singapore public holiday, the Centre will arrange a replacement lesson or another suitable arrangement so that the student continues to receive the four lessons included in the monthly package, subject to reasonable scheduling arrangements.
A public holiday replacement lesson does not count towards the student's monthly limit of two make-up lessons for student absences.
Temporary Centre closure
Where we plan to close the Centre temporarily, we will give at least one week's notice where reasonably practicable and will arrange an appropriate replacement arrangement for affected lessons.
Where the Centre has to close at short notice due to circumstances outside our reasonable control, we will notify you as soon as reasonably practicable.
For lessons cancelled by the Centre, we will seek to provide one of the following at no additional charge:
(a) a replacement lesson;
(b) an equivalent online lesson, with your agreement; or
(c) a proportionate credit or refund where neither option is reasonably practicable.
No lesson cancelled by the Centre and not otherwise replaced will be treated as a lesson taken by the student.
9. Teaching materials and online resources
Worksheets, notes, recordings, lesson materials and other materials provided by the Centre are for the enrolled student's personal educational use.
They remain the property of the Centre or their respective rights holders.
Unless permitted by law or authorised by the Centre in writing, materials must not be:
- copied or reproduced on a substantial scale;
- sold or commercially exploited;
- publicly published;
- uploaded to public websites or social media;
- distributed outside the enrolled student's immediate educational use; or
- shared in a manner that infringes copyright or other rights.
Reasonable personal use, including downloading or printing materials for the enrolled student's own study where permitted by the Centre, is allowed.
Where a student is given access to an online story library or other online resource, the account is personal to that student and must not be shared.
The Centre may suspend access to online resources where there is misuse, unauthorised sharing or a serious breach of these terms, subject to applicable law.
10. Photographs and video
The Centre may occasionally take photographs or video recordings during lessons or Centre activities.
Before using an identifiable image or recording of a child for promotional purposes, including on our website, printed materials or social media, we will seek the written consent of the parent or guardian.
Consent is optional. You may refuse consent or withdraw consent at any time by contacting the Centre.
Refusing or withdrawing consent will not affect the student's enrolment, fees, access to lessons or treatment at the Centre.
Withdrawal of consent will apply to future use where reasonably practicable. It may not be possible to recall or remove materials that have already been printed, distributed or published before the withdrawal was received.
Parents and students must not photograph, record, livestream or otherwise record lessons without the Centre's permission, particularly where other students or teachers may be identifiable.
This restriction is intended to protect the privacy, safety and intellectual property rights of students, teachers and the Centre.
11. Personal data
We collect and use personal data, including student and parent or guardian:
- names;
- contact details;
- school and level information;
- attendance records;
- payment and transaction records;
- enrolment information; and
- other information reasonably necessary to administer the services.
We use personal data for purposes including:
- arranging and conducting lessons;
- communicating with parents, guardians and students;
- assessing student level and class placement;
- administering enrolment and attendance;
- issuing invoices and collecting fees;
- maintaining transaction and administrative records;
- complying with legal obligations; and
- establishing, exercising or defending legal rights where necessary.
We handle personal data in accordance with Singapore's Personal Data Protection Act 2012 (PDPA) and our Privacy Policy.
You may contact us to:
- request access to personal data held by us;
- request correction of inaccurate personal data; or
- withdraw consent where the relevant collection, use or disclosure is based on consent.
Withdrawal of consent does not affect any collection, use or disclosure that we are required or permitted to carry out under applicable law, or that is reasonably necessary for purposes such as:
- maintaining transaction records;
- administering outstanding payments;
- complying with legal obligations; or
- establishing, exercising or defending legal claims.
Our Privacy Policy forms part of these terms and is available through our website or upon request.
12. What we do and do not promise
We will provide tuition services with reasonable care and skill.
Information concerning teacher qualifications and experience is based on the Centre's actual staffing information and may vary when teachers join or leave the Centre.
Where the Centre makes specific representations about a particular teacher, course or programme, those representations will apply only to the extent stated and confirmed before enrolment.
We do not guarantee any particular:
- examination result;
- grade;
- score or band;
- academic ranking;
- school placement; or
- admission outcome.
A student's results depend on many factors outside the Centre's control, including attendance, effort, learning pace, home environment, school requirements and examination conditions.
Information we provide about MOE or SEAB policies, including Higher Chinese eligibility, examination formats or examination dates, is for general guidance only and may change from year to year.
You should check the current official MOE and SEAB announcements before relying on such information.
Liability
Nothing in these terms excludes or limits any liability that cannot lawfully be excluded or limited under Singapore law, including liability for:
- death or personal injury caused by our negligence;
- fraud or fraudulent misrepresentation; or
- any other liability that the law does not permit us to exclude or limit.
Subject to the above, and to the extent permitted by law, our liability arising from or in connection with the services will be limited to the fees paid or payable for the affected course period.
This limitation does not affect your rights to a refund, credit or other remedy where the Centre has failed to provide services that you have paid for.
The Centre does not exclude liability for losses that are directly caused by its failure to provide paid services where such exclusion would not be permitted under applicable law.
13. Behaviour and student safety
We expect students to treat teachers, other students and the premises with respect.
Where a student's behaviour repeatedly:
- seriously disrupts a class;
- prevents other students from learning;
- damages Centre property; or
- puts teachers, students or others at risk,
we will, where reasonably practicable, discuss the issue with the parent or guardian or adult student and seek a reasonable solution.
Where immediate action is reasonably necessary for safety, the Centre may take immediate steps to protect students, teachers or others.
As a last resort, the Centre may end the student's enrolment or ask the student to leave the relevant class.
Where the Centre ends an enrolment under this clause, fees paid in advance for lessons not provided will be refunded, subject to any outstanding amounts properly due.
The Centre will not use this clause to avoid refunding fees for lessons that it has cancelled or failed to provide.
14. Changes to these terms
We may update these terms from time to time to reflect changes in our services, operations, legal requirements or administrative procedures.
The revised version will be published on our website with an updated effective date.
Changes to these terms will generally apply to enrolments made after the revised terms take effect.
For existing students, we will give reasonable advance notice of any material change affecting matters such as:
- fees;
- notice periods;
- refunds;
- make-up lessons;
- course frequency; or
- other significant contractual obligations.
A material change will not retrospectively alter fees or rights that have already accrued under an existing arrangement.
Where a change requires the student's agreement under applicable law, the Centre will obtain that agreement before applying the change.
15. Governing law and disputes
These terms are governed by the laws of Singapore.
The parties agree to submit to the jurisdiction of the courts of Singapore, subject to any rights a consumer may have under applicable law.
Nothing in this clause prevents either party from seeking assistance from an appropriate consumer mediation or dispute-resolution body where available.

Any notice under these terms, including notice to end lessons, should be sent to the email address or WhatsApp number above.
A notice is treated as received when it has been successfully delivered to the Centre's designated contact channel, provided that the sender does not receive an automated delivery failure or other indication that the message was not delivered.
The Centre may update its contact details by publishing the updated details on its website or notifying students directly.
